Project Accounting Software in the UAE
Project accounting software in the UAE shows what each project really earns. Costs from purchases, timesheets and expenses land on the project, revenue is recognised as work progresses, retention and advances are tracked, and WIP is reported at month end. We implement it on Odoo, Business Central, Dynamics 365 Project Operations or Zoho Books for contractors, consultancies and engineering firms.

Project Accounting Software in the UAE: who it is for
UAE contractors, consultancies and engineering or IT services firms where profit is made or lost project by project and month-end WIP is currently a spreadsheet. Project accounting software records costs, revenue, billing and profit per project, including work in progress, retention and revenue recognised over time.
- Job costing from every source
- WIP and revenue recognition
- Progress and milestone billing
- Retention and advances
What we use to deliver project accounting software
Tools and platforms we typically use, and the systems it connects to. The final choice is made against your systems, budget and team.
Project Accounting Software in the UAE: what is included
Project accounting software in the UAE shows what each project really earns.
Job costing from every source
Purchase invoices, stock issues, timesheets at cost rates, subcontractor bills and expenses are coded to the project and cost code as they are posted. Nobody reallocates costs from a general ledger at month end.
WIP and revenue recognition
Revenue is recognised on cost-to-complete or milestone basis in line with your accounting policy under IFRS 15. WIP, over-billing and under-billing are calculated per project for the monthly close, with the method agreed with your auditor.
Progress and milestone billing
Invoices are raised as a percentage of contract value, by milestone or on time and materials. Each invoice carries 5% VAT and your TRN, and the billing history per project is one click away.
Retention and advances
Retention withheld by clients and advance payments received are tracked per contract, with release dates. Finance sees retention receivable by project, instead of discovering old retention during an audit. Advance recovery is deducted automatically from later progress invoices as the contract specifies.
Budget versus actual by cost code
Budgets are set per cost code, and committed costs from open purchase orders are included. Project managers see overruns while there is still time to act, not after the final bill.
Intercompany and multi-currency
Groups running projects through several UAE entities or abroad can recharge costs between entities and hold contracts in USD or EUR, with consolidated project profit in AED. Exchange differences are reported separately so they are not mistaken for project overruns.
Systems integrator with hardware and services projects
How project accounting software in the UAE looks in practice. Illustrative; every project is scoped to the business.

Picture an IT systems integrator with offices in Abu Dhabi and Dubai delivering network and security projects for government-related and corporate clients. Each project mixes imported hardware, licences, installation services and a support year. Hardware costs arrive in dollars and euros, milestones slip, and the finance team recognises all revenue at invoice, so monthly profit swings wildly.
- Split each project into hardware, licences, services and support phases in Odoo or Business Central, each with its own budget, billing milestone and revenue recognition rule.
- Post foreign currency supplier invoices and landed costs to the project, so margins reflect the actual exchange rate and customs costs paid for imported hardware.
- Defer support revenue across the service period and recognise services by progress, producing a month-end WIP and deferred revenue schedule that the auditors can follow.

Which platform for project accounting software in the UAE?
An honest comparison. We implement all of these, so the recommendation follows your processes, team and budget.
| Option | Best when | How it fits this need |
|---|---|---|
| Business Central Jobs | Mixed goods and services projects needing WIP and strong audit trails | Strong for project WIP, multi-currency purchasing and deferrals. Fits integrators and engineering firms with demanding auditors; we implement independently, with licences via Microsoft or a CSP. |
| Odoo Project and Analytic Accounting | Integrated sales, purchasing, projects and helpdesk at moderate cost | Brings quotations, purchasing, timesheets and support tickets together around each project. Revenue recognition schedules are available, but complex WIP rules may need configuration or custom work. |
| Dynamics 365 Project Operations | Service-heavy firms with large consulting teams and resource planning | Best when most revenue is people's time and resource management is central. For hardware-heavy integrators, Business Central often fits better at lower cost. |
| Zoho Books with Zoho Projects | Small consultancies with time-based billing and simple projects | Affordable and quick for time and expense billing with project budgets. Formal WIP, deferred revenue and multi-phase recognition are limited, so larger firms outgrow it. |
What changes in the UAE
The local rules and realities we design for before go-live. Rules change, so we re-check the current position at scoping.
Corporate Tax on project profits
UAE Corporate Tax at 9% applies above AED 375,000 of taxable income for financial years from 1 June 2023. Reliable revenue recognition and WIP make the accounting profit that feeds the EmaraTax return defensible.
VAT on progress billing
Progress and milestone invoices are tax invoices subject to 5% VAT, and advances can create a tax point on receipt. Configuring billing correctly avoids adjustments on your VAT 201 return. We confirm the current requirement at scoping.
E-invoicing for project invoices
UAE e-invoicing pilots from 1 July 2026 with larger businesses from 1 January 2027 (check the Ministry of Finance for the latest dates). Progress invoices will need structured PINT AE data sent through an ASP.
What drives the cost, and what it connects to
No price list: we quote a fixed price in AED after discovery. These are the factors that move the effort up or down.
Revenue recognition rules
Designing recognition rules per phase with your auditors, and testing them against real projects, is often the most important and time-consuming part of the setup.
Multi-currency purchasing
Imported hardware in several currencies, with landed costs and exchange differences posted to projects, needs careful accounting configuration and testing with real supplier invoices.
Timesheet adoption
Getting engineers to record time against project phases requires simple tools, clear rules and management follow-through, especially in firms new to timesheets.
Open projects at go-live
Migrating in-progress projects with partial billing, deferred revenue and costs to date needs reconciliation so opening WIP and deferred balances match the old records.
What it connects to
Won quotations create projects with phases and budgets, so sales estimates become the baseline for actual costs.
Hardware and licence purchase orders and invoices link to projects, including serial numbers for later support.
Support tickets during the service period record time against the support phase, showing whether support is profitable.
Milestone invoices flow to an Accredited Service Provider in PINT AE format once your mandate date applies; check the Ministry of Finance.
WIP, deferred revenue, margin by phase and forecast completion are reported for finance and management.
How we deliver project accounting software
Phases, indicative timing and what is delivered in each. Scope is fixed and priced in AED before we start.
Finance and policy review
We review contracts, cost codes, billing methods and your revenue recognition policy with finance and, where needed, your auditor.
Design the structure
Project, cost code, WIP and retention structures are designed on the chosen platform, with reporting agreed.
Configure and migrate
The platform is configured and open projects are migrated with budgets, costs to date, billing and retention balances.
Parallel month end
One month end runs in parallel, and WIP and project profit are reconciled to the old workings.
Go live
Finance closes from the system, and project managers receive a monthly cost and margin report.
When project accounting software is the wrong answer
If you run a few small fixed-price jobs a year, project tags in your accounting package are enough and full WIP accounting is overkill. If what you really lack is schedule control rather than profit visibility, start with project management software and add project accounting later.
How we handle it: We implement Zoho, Odoo and Dynamics 365 and build AI and custom software, so our written recommendation can point you to a simpler option, or to doing nothing yet.
Checklist and common mistakes
Buyer's checklist
What to ask for before you choose a provider.
- Ask how each project can hold several phases with different revenue recognition rules.
- Confirm foreign currency purchase costs and landed costs post to the project at actual rates.
- Check how deferred revenue for support and subscriptions is scheduled and released monthly.
- Require a month-end WIP report your auditors can reconcile to the general ledger.
- Ask how project profit feeds Corporate Tax workpapers and whether entities are separated correctly.
- Confirm project managers can see margin by phase without access to all company financials.
Common mistakes
What we see go wrong in the UAE, and how to avoid it.
- Recognising all revenue at invoiceInvoicing milestones early or late distorts monthly profit. Recognise revenue by delivery or progress per phase and keep billing separate from recognition.
- Leaving support revenue undeferredBooking a year of support as revenue on day one overstates profit. Defer it across the service period and release it monthly.
- Ignoring exchange and landed costsCosting imported hardware at quoted prices hides currency and customs costs. Post actual landed costs to the project so margins are real.
- Designing rules without the auditorsRecognition methods auditors reject force year-end rework. Agree the approach with your auditors before configuration starts, and document the agreed method in the system.
