Best Software for Finance Managers & CFOs in the UAE: the short answer
- Who this is for
- CFOs, finance managers, financial controllers and in-house chief accountants at UAE mainland and free zone companies.
- Short answer
- Choose Zoho Books when you run one to five entities, want the lowest cost per user and need VAT, expenses and payroll joined quickly. Choose Odoo Accounting when finance must sit in the same database as inventory, manufacturing or projects, or you run several companies that trade with each other. Choose Business Central when the company already lives in Microsoft 365, the auditors expect a Microsoft ERP or the group is heading towards Dynamics 365 Finance.
- Where AI fits
- Add AI when the ledger is already in a proper system and the bottleneck is volume: supplier invoices, reconciliations and management commentary.
- Where a custom app fits
- A custom app rarely makes sense for core accounting; use one for field collections, expense capture or a customer payment portal on top of your ERP.
- UAE rules to check
- VAT at 5% under the FTA; Corporate Tax at 9%; The UAE e-invoicing mandate; Mainland, free zone and designated zones; Transfer pricing and related parties.
- Written by
- Shyphan AI Solutions, which implements Zoho, Odoo and Dynamics 365 and builds AI and custom apps, so no single vendor is favoured.

The finance manager's job in the UAE
This guide is for CFOs, finance managers, financial controllers and in-house chief accountants at UAE mainland and free zone companies. It compares the options in terms of the jobs you own and the KPIs you report.
- Measured on: days to close the month
- Measured on: cash position and 13-week cash forecast
- Measured on: receivables ageing and dso by customer
- Measured on: vat payable vs recoverable by period
The six problems we hear from finance managers
VAT 201 built from spreadsheets
The quarterly return is assembled by exporting ledgers into Excel and re-mapping tax codes to the FTA boxes by hand, so every filing depends on one person remembering the adjustments.
Corporate Tax adds a second calendar
Corporate Tax sits on top of VAT: taxable income has to be reconciled to accounting profit, disallowed expenses tagged and related-party transactions documented, and most ledgers were never set up for it.
E-invoicing deadlines are real now
The UAE mandate moves invoices onto the Peppol-based PINT AE format through Accredited Service Providers, and systems that only print PDFs will not be enough.
Group entities that do not talk
A mainland company, a free zone entity and sometimes a KSA or India branch each keep their own books, so group reporting means copying numbers into a consolidation workbook.
Slow close, late numbers
Bank, card and payment gateway statements are matched manually, accruals are journals in a spreadsheet, and management accounts arrive two or three weeks after month end.
Approvals by WhatsApp
Purchase requests, vendor bills and payments are approved in chat threads, which leaves no audit trail when the auditor or the tax agent asks who signed off.
UAE rules every option must handle for a finance manager
Whatever you choose, these have to work before go-live. Rules change, so confirm the current position with your adviser.
VAT at 5% under the FTA
Registered businesses file a VAT return (form VAT 201) for each tax period, usually quarterly, within 28 days of the period end. Tax invoices must show the supplier's TRN and meet the FTA's content rules, and records must be kept for at least five years.
Corporate Tax at 9%
Corporate Tax applies to financial years starting on or after 1 June 2023: 0% on taxable income up to AED 375,000 and 9% above it. Qualifying Free Zone Persons can keep 0% on qualifying income, Small Business Relief is available below the revenue threshold, and the return is due within nine months of the period end.
The UAE e-invoicing mandate
Ministerial Decisions 243 and 244 of 2025 set the rollout: a pilot from 1 July 2026, businesses with revenue of AED 50 million or more live from 1 January 2027, and the rest from 1 July 2027. Invoices travel as PINT AE through Accredited Service Providers. Check the Ministry of Finance for the latest dates before you plan.
Mainland, free zone and designated zones
Free zone entities are separate taxable persons with their own records, and goods moving between designated zones and the mainland follow specific VAT rules, so entity and location design matters on day one.
Transfer pricing and related parties
Transactions with related parties and connected persons must be at arm's length and, above the thresholds, disclosed with the Corporate Tax return, which means intercompany charges need to be visible in the ledger rather than netted off.
How each platform handles the finance manager's jobs
The same six jobs, answered for each platform. This is the table we walk through in discovery calls.
| Job | Zoho | Odoo | Dynamics 365 |
|---|---|---|---|
| VAT return in the FTA box layout | Zoho Books UAE edition keeps TRN, tax codes and the VAT return report in the VAT 201 box layout, with reverse charge on imports and adjustments tracked per period. | The UAE fiscal localisation loads 5% VAT taxes and a tax report grouped to the VAT 201 boxes; tax grids on every journal item make each box traceable to source entries. | Business Central VAT posting setup and a VAT statement configured to the VAT 201 boxes, delivered through a partner UAE localisation app, with the VAT entries ledger as the audit trail. |
| Corporate Tax preparation | Chart of accounts tagged for disallowed and partially deductible expenses, related-party contacts flagged, and a Zoho Analytics workbook that reconciles accounting profit to taxable income for your tax agent. | Analytic tags for non-deductible expenses and related-party partners, plus a spreadsheet dashboard in Odoo that bridges accounting profit to taxable income per entity. | Dimensions in Business Central tag disallowed expenses and related parties; a Power BI model produces the profit-to-taxable-income bridge per legal entity. |
| E-invoicing readiness | Invoice data cleaned to the PINT AE fields (buyer TRN, item classification, tax breakdown) and Zoho Books connected to your chosen Accredited Service Provider; we confirm Zoho's current UAE e-invoicing status at scoping. | Customer and product master data cleaned for the mandatory fields and Odoo connected to an Accredited Service Provider through Odoo's e-invoicing framework or a tested connector. | Business Central e-document framework mapped to PINT AE and connected to an Accredited Service Provider, with rejected invoices routed back to the finance queue. |
| Multi-entity books and consolidation | One Zoho Books organisation per legal entity, inter-company invoices mirrored between them, and consolidated P&L and balance sheet in Zoho Analytics. | Multi-company in one database with inter-company rules that auto-create the mirror bill, shared or separate charts of accounts, and consolidated reporting across companies. | One Business Central company per entity with intercompany postings and the consolidation feature, or Finance for groups that outgrow it. |
| Bank, card and gateway reconciliation | Bank feeds or statement imports from UAE banks, matching rules for Telr, Network International, Stripe and card settlements, and fees posted automatically. | Bank statement import and reconciliation models that match gateway payouts, split fees and propose write-offs within tolerance. | Bank reconciliation with matching rules in Business Central, payment gateway settlement files imported and fees posted to their own account. |
| Approvals with an audit trail | Approval workflows on purchase orders, bills and payments by amount and cost centre, with approvers acting from the Zoho Books mobile app. | Purchase and vendor bill approvals by amount, three-way matching against receipts, and a full chatter log on every document. | Approval workflows in Business Central or Power Automate with Teams and Outlook approvals, logged against the document. |
Where AI adds to any of the three
| Job | What AI does |
|---|---|
| VAT return in the FTA box layout | An AI checker reviews each period's VAT entries before filing, flagging missing TRNs, wrong tax codes on imports and unusual swings against prior quarters for a human to review. |
| Corporate Tax preparation | A document assistant reads contracts and invoices to suggest related-party and disallowable tags, and drafts the working-paper narrative your tax agent then checks. |
| E-invoicing readiness | AI extraction turns supplier PDFs into structured data during the transition, and a validation agent catches missing mandatory fields before an invoice is sent. |
| Multi-entity books and consolidation | An agent assembles the monthly group pack from each entity's trial balance, highlights intercompany mismatches and writes the variance commentary for review. |
| Bank, card and gateway reconciliation | A matching assistant proposes pairings for the lines rules cannot match, such as partial payments and bundled transfers, with confidence scores for the accountant. |
| Approvals with an audit trail | An approvals agent summarises each request, checks it against budget and policy and routes exceptions, while a person still signs off. |
