Custom Procurement Software in the UAE
Custom procurement software UAE organisations own outright: requisitions routed by your delegation of authority, RFQs and sealed tenders, a supplier portal with document expiry control, and three-way matching into accounts payable. Shyphan builds it for groups whose purchasing policy, tendering or supplier compliance has outgrown the purchase module of their ERP.

What we use to deliver custom procurement software
Tools and platforms we typically use, and the systems it connects to. The final choice is made against your systems, budget and team.
Custom Procurement Software in the UAE: what is included
Custom procurement software UAE organisations own outright: requisitions routed by your delegation of authority, RFQs and sealed tenders, a supplier portal with document expiry control, and three-way matching into accounts payable.
Requisitions with authority matrix
Staff raise purchase requisitions from web or mobile, and approvals route by amount, category, cost centre and entity exactly as your delegation of authority states. Approvers act from email or phone, and every decision is time-stamped for audit.
RFQs and sealed tenders
Buyers issue RFQs or tenders to selected suppliers through a portal, with bids sealed until the closing time. Technical and commercial evaluations are scored by the panel, and the award recommendation is generated with the comparison attached.
Supplier registration and documents
Suppliers register themselves, upload trade licence, TRN certificate, bank letter and insurance, and keep them current. Expiry reminders go to the supplier, and buyers cannot issue orders to a vendor whose key documents have lapsed.
Three-way matching
Supplier invoices are matched to the purchase order and goods or service receipt, within tolerances you set. Matched invoices flow to accounts payable; mismatches go to the buyer with the reason, so finance stops chasing paper.
Framework agreements and price lists
Agreed rates, framework contracts and volume commitments are held centrally, with call-off orders drawn against them. Buyers see remaining value and expiry dates, and requisitions default to contracted suppliers and prices.
Budget check before commitment
Each requisition is checked against the budget for its cost centre and account before approval. Committed spend is reserved when the order is issued, so budget holders see what is genuinely left, not just what has been invoiced.
The systems it plugs into
Real screens from the platforms we implement. Yours are configured to your entities, processes and KPIs.

Executive KPI dashboard in Zoho Analytics
Leads, conversions, revenue, expenses, profit, tickets and satisfaction on one board, drawn from Zoho CRM, Expense and Desk. Your software reads from and writes back to screens like this one, so nothing is re-keyed.
- Requisitions with authority matrix
- RFQs and sealed tenders
- Supplier registration and documents

Sales dashboard in Odoo
Quotations, orders, revenue and average order value with the monthly trend, built from live Odoo data. The same software connects to Odoo in exactly the same way.
- Three-way matching
- TRN and VAT checks on suppliers
- In-Country Value data
What changes in the UAE
The local rules and realities we design for before go-live. Rules change, so we re-check the current position at scoping.
TRN and VAT checks on suppliers
Supplier TRNs are captured at registration and checked on every invoice, and reverse charge VAT on imported services is flagged so the 5% VAT is accounted for correctly.
In-Country Value data
Where your clients or policy favour In-Country Value (ICV), supplier ICV certificate details can be recorded with expiry dates and spend reported by local supplier status.
Workshops where you are
Delivery runs remotely from our RAK Free Trade Zone office, with on-site workshops in Dubai, Abu Dhabi or Sharjah when procurement, finance and requesters need to agree the policy together.
How we deliver custom procurement software
Phases, indicative timing and what is delivered in each. Scope is fixed and priced in AED before we start.
Policy and workflow mapping
We turn your procurement policy, authority matrix and category rules into documented workflows with procurement, finance and a few requesters.
Scope and AED quote
A written scope covering modules, portals, integrations and reports, followed by a fixed quote in AED tied to it.
Prototype and pilot design
A clickable prototype of requisition, approval and supplier portal screens reviewed with buyers, approvers and two friendly suppliers.
Sprint build
Two-week sprints delivering requisitions and approvals first, then sourcing, supplier portal, matching and analytics, each on a test server.
Supplier onboarding and launch
Supplier master cleaned and invited to the portal, users trained department by department, then code and documentation handed over.
When custom procurement software is the wrong answer
If you raise a modest number of purchase orders with a simple approval rule, the purchase modules in Zoho Books, Odoo or Business Central are enough and far cheaper. Custom procurement software is worth it when tendering, authority matrices, supplier compliance or multi-entity budgets drive real risk and cost. We will tell you which applies.
How we handle it: We implement Zoho, Odoo and Dynamics 365 and build AI and custom software, so our written recommendation can point you to a simpler option, or to doing nothing yet.
