What we use to deliver learning management software
Tools and platforms we typically use, and the systems it connects to. The final choice is made against your systems, budget and team.
Learning Management Software in the UAE: what is included
Learning management software UAE organisations use to deliver online courses, track completions and prove who learned what.
Bilingual course delivery
Courses, menus and certificates run in Arabic and English with proper right-to-left layout rather than a mirrored English page. Learners switch language per session, and administrators publish one course with two language tracks instead of maintaining duplicate courses that drift apart over time.
SCORM, video and document content
Existing SCORM packages from authoring tools, video lessons, PDFs and slide decks load into the LMS with completion rules. Where Odoo eLearning or Zoho Learn cannot play a package properly, we recommend Moodle or a custom player rather than forcing a poor fit.
Assignment by role and entity
Courses are assigned automatically from HR data by job role, department, entity or joining date. A new joiner in a free zone entity can get a different induction path from mainland staff, and managers see who is overdue without chasing spreadsheets.
Quizzes, pass marks and retakes
Question banks, randomised quizzes, pass marks and retake limits show that content was understood, not just opened. Scores and attempts are stored per learner, so an auditor or accreditation body can see exactly what was assessed and when.
Certificates with expiry tracking
Certificates are issued on completion with a verification code. Those with a validity period, such as compliance refreshers, trigger reminders and automatic reassignment before they lapse, and expired certificates appear on a manager dashboard.
Learning reports for leadership
Completion, score and time-spent reports by department, course and cohort come from the LMS, with Power BI or Zoho Analytics dashboards when leadership wants learning combined with HR or sales data. Exports are ready for accreditation or audit requests.
An industrial contractor tracking safety certifications
How learning management software in the UAE looks in practice. Illustrative; every project is scoped to the business.

For example, an oil and gas services contractor based in Abu Dhabi with crews in Ruwais, Fujairah and Ras Al Khaimah must prove that every worker holds current safety inductions before entering client sites. Certificates sit in folders at each camp, expiries are missed, and supervisors sometimes learn on the gate that a worker cannot enter.
- Configure Moodle with site induction and safety courses in Arabic, English, Hindi and Urdu, including video, quizzes and pass marks aligned to client requirements.
- Link completions to certificates with expiry dates, and synchronise employee, crew and site assignments from the HR system every night.
- Build a Power BI readiness view showing, per client site and crew, who is cleared, who expires within weeks and who must not be mobilised.

Which platform for learning management software in the UAE?
An honest comparison. We implement all of these, so the recommendation follows your processes, team and budget.
| Option | Best when | How it fits this need |
|---|---|---|
| Moodle | Compliance training with assessments, SCORM and certificate expiry | A strong fit for UAE organisations with formal compliance training, graded assessments and SCORM content. It needs hosting and maintenance, which we can run on a UAE cloud region if required. |
| Zoho Learn | Knowledge sharing and simple internal courses on Zoho One | Suits companies already on Zoho One wanting internal courses and a knowledge base with little setup. Certificate expiry tracking and complex assessments are more limited than Moodle. |
| Odoo eLearning | Training linked to Odoo HR, sales or paid courses | Good for organisations running Odoo that want training close to employee records or that sell courses publicly. Deep compliance reporting may need custom reports. |
| Microsoft Viva Learning or Teams | Light training for office staff on Microsoft 365 | For office teams already on Microsoft 365 who need light, informal learning, Viva Learning or Teams-based courses may be enough, avoiding a separate LMS for now. |
What changes in the UAE
The local rules and realities we design for before go-live. Rules change, so we re-check the current position at scoping.
KHDA, ADEK and Ministry context
Schools and education providers answer to KHDA in Dubai, ADEK in Abu Dhabi or the Ministry of Education elsewhere. We design reports around the evidence your regulator asks for and confirm the current requirement at scoping.
Multilingual, mobile-first learners
UAE workforces span many nationalities, and many frontline staff only use a phone. Courses are built for mobile screens, short modules and plain language, with Arabic and English as standard and other languages where content exists.
Learner data under the PDPL
Learner names, scores and ID details are personal data under Federal Decree-Law 45 of 2021, with separate laws in DIFC and ADGM. Hosting in a UAE cloud region and role-based access are available when needed.
What drives the cost, and what it connects to
No price list: we quote a fixed price in AED after discovery. These are the factors that move the effort up or down.
Hosting model
SaaS tools like Zoho Learn avoid hosting work. Moodle or custom platforms need servers, backups, updates and security monitoring, often on a UAE cloud region, which adds ongoing effort.
Compliance rules
Certificate expiries, mandatory refreshers, pass marks and audit trails for regulated training need careful setup and testing, more than simple optional learning libraries.
Learner populations
Staff, contractors, students and external partners each need their own access, enrolment and reporting rules. More population types mean more configuration and support.
Arabic and other languages
Full right-to-left Arabic content plus languages for multinational workforces need translation, review and layout testing. English-only internal training is much quicker to deliver.
What it connects to
Learners, roles, departments and leavers flow in nightly; completions and certificates flow back to the employee or student record.
Single sign-on lets staff use their work accounts, and disabling an account removes LMS access automatically.
SCORM or xAPI packages from external course providers import and report completions like internally built courses.
Overdue training and expiring certificates trigger reminders to learners and their managers through channels they actually use.
Completion, compliance and expiry data flow into dashboards for leadership, HR and auditors, filtered by entity and site.
How we deliver learning management software
Phases, indicative timing and what is delivered in each. Scope is fixed and priced in AED before we start.
Discovery
We list learner groups, courses, content formats, languages and the systems holding learner records, then recommend Odoo, Zoho, Moodle or custom in writing.
Platform setup
The LMS is configured with branding, roles, single sign-on, languages and course categories, and connected to HR or student records.
Content migration
Existing SCORM files, videos and quizzes are loaded and tested on desktop and mobile, with completion rules checked course by course.
Pilot cohort
One department or class uses the LMS for real, and we adjust navigation, notifications and reports from their feedback.
Rollout and handover
Remaining learners are enrolled, administrators are trained to build courses themselves, and support terms are agreed.
When learning management software is the wrong answer
An LMS is the wrong buy if most of your training is classroom sessions with trainers, venues and fee invoicing; that is training management software, and forcing it into an LMS frustrates everyone. If you only run five or six courses a year, the learning features already inside Microsoft 365 or Zoho One may be enough. We will tell you which applies.
How we handle it: We implement Zoho, Odoo and Dynamics 365 and build AI and custom software, so our written recommendation can point you to a simpler option, or to doing nothing yet.
Checklist and common mistakes
Buyer's checklist
What to ask for before you choose a provider.
- Ask whether the LMS fully supports right-to-left Arabic in course pages, quizzes and certificates, not just a translated menu.
- Require SCORM or xAPI support if you buy courses from third-party providers or accrediting bodies.
- Check that certificates carry expiry dates with automatic renewal enrolment and reminders to learners and managers.
- Confirm how learners are synchronised from HR or student systems, including leavers, transfers and contractors without email accounts.
- Ask where learner data is hosted, and how the setup meets the PDPL or free zone data protection rules that apply.
- Require reports that answer your regulator, client or accreditor questions directly, agreed as samples before configuration starts.
Common mistakes
What we see go wrong in the UAE, and how to avoid it.
- Arabic as an afterthoughtBuilding courses in English and translating later breaks layouts and quizzes. Plan bilingual content and right-to-left testing from the start if Arabic learners matter.
- No plan for contractorsContractors and temporary workers often lack company email accounts and get left out. Decide how they sign in and are tracked before launch.
- Reporting designed lastIf reports are only designed after launch, key data such as site or entity may not be captured. Agree the audit questions first, then configure fields.
- Unmaintained self-hosted LMSSelf-hosted Moodle left without updates becomes a security risk. Agree who patches, backs up and monitors the platform, and how often, before choosing self-hosting.
