What we use to deliver procurement ERP development

Tools and platforms we typically use, and the systems it connects to. The final choice is made against your systems, budget and team.

What we deliver

Procurement ERP Development in the UAE: what is included

Procurement ERP development in the UAE builds the purchase-to-pay side of your ERP: purchase requests, RFQs to several suppliers, bid comparison, approval by value and category, goods receipt, three-way matching and landed cost on imports.

01

Purchase requests from sites

Site engineers, store keepers and department heads raise purchase requests from a browser or phone with the cost centre or project, so buyers work from approved demand instead of phone calls and paper indents.

02

RFQs and bid comparison

One request becomes RFQs to several suppliers, replies are captured in the system, and a comparison sheet shows price, delivery time and payment terms side by side, with the selection reason recorded for audit.

03

Approval matrix by value

Approvals follow your delegation of authority by amount, category, cost centre and budget status, with delegation during leave. Over-budget purchases need a higher approver, and every step is time-stamped so internal audit can review decisions later.

04

Three-way match

Supplier invoices are matched to the purchase order and the goods receipt. Price or quantity differences outside tolerance block payment until a buyer resolves them, which stops paying for goods that never arrived.

05

Landed cost on imports

Freight, insurance, clearing charges and the 5% GCC customs duty are allocated across imported items, so stock cost and margins reflect the real cost of goods brought into the UAE.

06

Supplier performance records

On-time delivery, quality rejections and price changes are recorded per supplier, giving procurement managers evidence for supplier reviews and annual negotiations instead of impressions. Poor performers can be blocked from new RFQs until reviewed.

UAE specifics

What changes in the UAE

The local rules and realities we design for before go-live. Rules change, so we re-check the current position at scoping.

Supplier TRN checks

Suppliers' TRNs are captured at onboarding and shown on purchase documents, so input VAT is only claimed against valid tax invoices from registered suppliers. Changes to supplier bank details need a second approval.

Free zone and mainland receipts

Goods received into a designated zone and into a mainland store have different VAT treatment. Receipts record the location so the purchase VAT is reported correctly.

Tender-style purchasing

Government-linked and larger UAE organisations often need formal tender records. The ERP keeps bids, evaluation scores, committee comments and award decisions together, so they can be retrieved quickly for later review.

How it works

How we deliver procurement ERP development

Phases, indicative timing and what is delivered in each. Scope is fixed and priced in AED before we start.

1Weeks 1-2

Spend and process review

We review how requests, approvals and payments work today and where spend currently escapes control or gets delayed.

2Weeks 2-4

Design

Approval matrix, spend categories, match tolerances, budget checks and supplier onboarding rules are documented and agreed.

3Weeks 4-10

Build

Request, RFQ, approval, receipt and matching flows built in sprints and tested with real buyers and approvers.

4Weeks 9-11

Supplier data load

Suppliers, TRNs, bank details, items and open purchase orders migrated, then checked and verified by your procurement team.

5Week 11 onward

Go-live

Rollout by site or department, training for requesters and approvers, and support through the first payment runs.

When procurement ERP development is the wrong answer

If you raise fewer than a few dozen purchase orders a month and one person approves everything, procurement ERP development is more control than you need. Zoho Books purchase orders or standard Odoo Purchase without custom approvals will do. We suggest custom work only when approval rules or volume demand it.

How we handle it: We implement Zoho, Odoo and Dynamics 365 and build AI and custom software, so our written recommendation can point you to a simpler option, or to doing nothing yet.

FAQ

Procurement ERP Development in the UAE: questions we get asked

What does procurement ERP development cover in the UAE?
Purchase requests, RFQs, supplier comparison, approval workflows, purchase orders, goods receipts, three-way invoice matching, landed cost and supplier performance. It connects to accounts payable and inventory so spend, stock and liabilities stay aligned, and budget holders see committed spend as soon as a purchase order is approved.
Can approvals follow our delegation of authority?
Yes. We configure approval chains by value, category, cost centre and budget status, with delegation during leave and escalation after a set time. On Business Central we typically use Power Automate; on Odoo we use approval rules and custom modules.
How does three-way matching work?
The supplier invoice is compared with the purchase order price and the quantity actually received. Differences beyond your tolerance put the invoice on hold until a buyer resolves them, so payment only goes out for what you ordered and received.
Can procurement ERP development handle import costs?
Yes. Landed cost allocates freight, insurance, clearing and customs duty across the items in each shipment by value, weight or quantity, and updates stock valuation accordingly. Charges that arrive after the goods, such as a late clearing invoice, can still be allocated to the right shipment.
How is a procurement ERP different from an inventory ERP?
Procurement covers buying: requests, approvals, suppliers and invoices. Inventory covers what happens to the goods after receipt: stock levels, valuation, transfers and replenishment. Most companies need both, connected, but the problems they solve are different.
How much does procurement ERP development cost?
We give a fixed quote in AED after a free discovery call, depending on approval complexity, number of sites and requesters, tender features, integrations and supplier data migration. The assumptions are written into the quote so nothing is hidden.
Why choose Shyphan?
We are a Zoho Premium Partner, an Official Odoo Partner and an independent Dynamics 365 consultancy that also builds AI and custom software, so we recommend by fit rather than by what we resell. Delivery runs from our Ras Al Khaimah office with remote delivery across all seven emirates.
