UAE e-invoicing becomes mandatory on 1 January 2027 for businesses with revenue of AED 50 million or more, and the rules changed several times during 2026. This guide sets out the current official timeline, the new penalty regime under Cabinet Decision No. 173 of 2026 and a practical checklist for getting your ERP and service provider ready.
Businesses with revenue of AED 50 million or more had to appoint an Accredited Service Provider by 30 October 2026 and must go live on 1 January 2027. Smaller businesses must appoint by 31 March 2027 and go live by 1 July 2027, and government entities by 1 October 2027. Penalties under Cabinet Decision No. 173 of 2026 start at AED 5,000 for failing to implement, capped at AED 50,000 in any 12 months, plus AED 100 per missed e-invoice.

What changed in 2026: the latest official position
The legal base was set in 2025 by Ministerial Decision No. 243 of 2025 (scope and obligations) and Ministerial Decision No. 244 of 2025 (pilot and phased rollout). Several of those rules were changed during 2026, so older guides you find online may be out of date. As of 2 November 2026, the official position on the Ministry of Finance eInvoicing portal is:
- ASP deadline moved. Ministerial Decision No. 66 of 2026, published by the Ministry in May 2026, moved the date for businesses with revenue of AED 50 million or more to appoint an Accredited Service Provider from 31 July 2026 to 30 October 2026. Their go-live date stayed at 1 January 2027.
- Scope rules amended from 1 October 2026. Ministerial Decision No. 197 of 2026 came into force on 1 October 2026. It gives transactions between members of the same VAT tax group a 24-month grace period starting 1 January 2027, changes the issuing window to 14 business days (previously 14 days), rewrites the storage rule and removes the separate duty to notify the FTA of a system failure.
- New penalty decision. Cabinet Decision No. 173 of 2026, published on the Ministry portal in October 2026, repeals Cabinet Decision No. 106 of 2025 and introduces a cap on the main penalty.
- New accreditation rules. Ministerial Decision No. 168 of 2026 replaced Ministerial Decision No. 64 of 2025 on how service providers are accredited.
- Updated guidance. The Ministry issued the UAE Electronic Invoicing Guidelines version 2.0 on 26 October 2026 and a revised mandatory fields document on 28 October 2026.
The pilot programme and voluntary adoption both opened on 1 July 2026, as set by Decision 244. We found no further extension of the 30 October 2026 appointment date as of 2 November 2026.
How the UAE e-invoicing model works
The UAE uses a Peppol-based model the Ministry calls Decentralised Continuous Transaction Control and Exchange (DCTCE), better known as the 5-corner model:
- Corner 1: the supplier sends invoice data to its Accredited Service Provider (ASP).
- Corner 2: the supplier's ASP validates the data, converts it to the UAE XML format and sends it to the buyer's ASP.
- Corner 3: the buyer's ASP validates the invoice and returns a status message.
- Corner 4: the buyer receives the invoice.
- Corner 5: the Federal Tax Authority (FTA) receives a Tax Data Document from both ASPs.
The data standard is PINT AE, the UAE profile of the Peppol International invoice specification, with the national rules set out in a data dictionary. The Ministry is clear that a PDF, Word file, scan or email is not an e-invoice. Your Peppol participant identifier is based on your Tax Identification Number (TIN), which is the first 10 digits of your 15-digit TRN. Onboarding with an ASP is started by the business itself in EmaraTax, according to the Ministry guidelines.
One practical rule catches many groups: a business must appoint one ASP for both sending and receiving e-invoices.
Implementation timeline: who goes live when
Revenue means gross income for your most recent accounting period, based on your financial statements (Decision 244, Article 1). The current timeline, combining Decision 244 of 2025 and Decision 66 of 2026:
| Group | Appoint an ASP by | Go live by | Source |
|---|---|---|---|
| Pilot participants (by Ministry invitation) | Not applicable | Pilot from 1 July 2026 | MD 244/2025, Art. 3 |
| Any business, voluntary | Before onboarding | From 1 July 2026 | MD 244/2025, Art. 4 |
| Revenue AED 50 million or more | 30 October 2026 (was 31 July 2026) | 1 January 2027 | MD 66/2026 |
| Revenue below AED 50 million | 31 March 2027 | 1 July 2027 | MD 244/2025, Art. 5 |
| Government entities | 31 March 2027 | 1 October 2027 | MD 244/2025, Art. 5 |
| Business-to-consumer (B2C) transactions | Not yet set | Date to be set by a later ministerial decision | MD 244/2025, Art. 5(2) |
| Intra-group transactions within a VAT tax group | Follows your phase | Grace for 24 months from 1 January 2027 | MD 197/2026 |
New businesses formed after the rollout must appoint an ASP and complete onboarding before issuing their first invoice, according to the guidelines. Penalties do not apply to e-invoices issued voluntarily before your mandatory date.
Scope: B2B, B2G and what is excluded
E-invoicing applies to any person conducting business in the UAE for every business transaction, regardless of VAT registration status, unless excluded. The guidelines confirm that B2B, B2G, G2B and G2G transactions are in scope, including supplies under government tenders. Supplies to individuals who are not in business are outside scope.
Excluded transactions under Article 4 of Decision 243, as amended on 1 October 2026:
- Sovereign activities of government entities that do not compete with the private sector.
- International passenger flights with an electronic ticket, and related ancillary services with an Electronic Miscellaneous Document.
- International air cargo with an airway bill, for 24 months only.
- Financial services that are VAT exempt, or zero rated under Article 42 of the VAT Executive Regulation.
- Transactions between members of the same tax group, for 24 months from 1 January 2027.
Two other points matter for finance teams. Registrants must still issue e-invoices within the VAT Law tax invoice timeline. Other issuers have 14 business days from the transaction date. And because MD 197 rewrote Article 11, you must keep e-invoices and related data for the period set by the Tax Procedures Law and be able to produce them to the FTA on request. You can delegate storage to your ASP by contract, but the legal duty stays with you.
Key takeaways
- Businesses with revenue of AED 50 million or more must go live with e-invoicing on 1 January 2027, after appointing an ASP by 30 October 2026 under Ministerial Decision No. 66 of 2026.
- Smaller businesses appoint an ASP by 31 March 2027 and go live by 1 July 2027; government entities go live by 1 October 2027; B2C transactions are not yet in scope.
- Cabinet Decision No. 173 of 2026 replaced the 2025 penalty decision, capping the AED 5,000 implementation penalty at AED 50,000 in any 12 consecutive months.
- Ministerial Decision No. 197 of 2026, in force from 1 October 2026, gives intra-group VAT transactions a 24-month grace period from 1 January 2027 and sets a 14 business day issuing window.
- A PDF is not an e-invoice: you need structured PINT AE data sent through one Accredited Service Provider over the Peppol 5-corner model.
- Zoho Software Trading LLC is on the Ministry's official ASP list, so Zoho Books users can appoint Zoho directly in EmaraTax.
Penalties under Cabinet Decision No. 173 of 2026
Cabinet Decision No. 173 of 2026 replaced Cabinet Decision No. 106 of 2025. It takes effect from the day after its publication in the Official Gazette (Article 5). The table compares the two, using the official texts on the Ministry portal:
| Violation | CD 106 of 2025 (repealed) | CD 173 of 2026 (current) |
|---|---|---|
| Failing to implement e-invoicing, including failing to appoint an ASP (issuer or recipient) | AED 5,000 for each month or part of a month of delay, no cap | AED 5,000 for the first instance, then AED 5,000 for each month or part of a month that non-compliance continues, capped at AED 50,000 in any 12 consecutive months |
| Recipient failing to stay compliant after implementing | Not listed | Covered by the same AED 5,000 rule and AED 50,000 cap |
| Failing to issue and transmit an e-invoice | AED 100 per invoice, max AED 5,000 per calendar month | AED 100 per invoice, max AED 5,000 per calendar month |
| Failing to issue and transmit an e-credit note | AED 100 per credit note, max AED 5,000 per calendar month | AED 100 per credit note, max AED 5,000 per calendar month |
| Failing to tell your ASP about changes to data registered with the FTA | AED 1,000 per day | AED 250 per day or part of a day, max AED 5,000 per calendar month |
| Failing to notify the FTA of a system failure | AED 1,000 per day (issuer or recipient) | Removed |
Where the same person is both issuer and recipient for the same violation, only one penalty applies (Article 3). Voluntary adopters are outside the decision (Article 2). Ordinary VAT penalties under Cabinet Decision No. 40 of 2017 can still apply where tax invoices are not issued or kept correctly.
If you are in the AED 50 million group and did not appoint an ASP by 30 October 2026, the failure to appoint is named in item 1 of the penalty table. Appoint one now and get onboarded well before 1 January 2027.

Practical readiness checklist
This list follows the Ministry's own readiness checklist in Appendix 2 of the guidelines, organised into the work streams we see in real projects.
1. Confirm your phase and scope
- Check revenue in your latest financial statements against the AED 50 million line.
- List your transaction types: B2B, B2G, B2C, exports, intra-group, advance payments, self-billing.
- Flag excluded and grace-period flows so the system does not send them by mistake.
2. Clean up master data
- Verify your company details in EmaraTax (trade licence, address, contacts) before onboarding.
- Capture each customer and supplier TRN, TIN and legal registration details.
- Standardise item descriptions, units of measure and VAT tax codes so they map to PINT AE fields.
- Register with the FTA for a TIN if you are in scope but not registered for any tax.
3. Get your ERP or accounting system ready
- Compare your invoice and credit note data with the mandatory fields list.
- Decide how data reaches the ASP: native module, API or file transfer.
- Plan how you will receive incoming e-invoices into accounts payable, not just send them.
4. Select and onboard an ASP
- Pick from the official ASP list and use the Ministry's ASP selection considerations: Peppol experience, UAE presence, ERP integration, data retention, security, support SLAs and pricing.
- Under Ministerial Decision No. 168 of 2026, ASPs must give each end user 100 free e-invoice exchange and reporting services a year.
- Sign the contract, onboard via EmaraTax and obtain your Peppol participant identifier.
5. Test, then go live
- Test end-to-end exchange and reporting, including rejections and credit notes.
- Agree an error resolution process and owners with your ASP.
- Monitor status messages daily in the first weeks after go-live.
Where Zoho Books and other ERPs fit
Zoho Books. Zoho Software Trading LLC appears on the Ministry's list of accredited service providers (accreditation number 121988, checked on 2 November 2026). Zoho's UAE eInvoicing page says Zoho Books generates PINT-AE XML and sends it over the Peppol 5-corner model, and that you select Zoho Software Trading LLC as your ASP in EmaraTax. Zoho states that the first 100 e-invoicing transactions are free on Professional and higher paid plans of Zoho Books UAE, with extra packs from AED 41 per 100 transactions. Prices can change, so confirm them before you budget. Our Zoho Books e-invoicing setup in the UAE page covers the configuration steps, and Zoho Books VAT configuration covers the tax codes the e-invoice depends on.
Zoho One and connected apps. If invoices start life in Zoho CRM, Inventory or a custom Creator app, make sure the data flows into Zoho Books cleanly. A Zoho One setup keeps customer and item masters in one place, which makes PINT AE mapping simpler.
Dynamics 365, SAP and custom ERPs. These normally connect to an ASP through an API or connector. Ask each ASP to show a working integration with your exact ERP version before you sign. See our Dynamics 365 partner services in the UAE and ERP integration services for multi-system landscapes.

What to do now, by group
- Revenue AED 50 million or more: if your ASP is appointed, finish testing in November and December 2026 for go-live on 1 January 2027. If not, appoint one immediately.
- Revenue below AED 50 million: shortlist ASPs now, clean master data in Q4 2026, appoint by 31 March 2027 and test before 1 July 2027. Voluntary adoption is open and carries no penalty risk.
- Government suppliers: your own phase depends on your revenue, but your government customers must be able to receive e-invoices by 1 October 2027.
- VAT tax groups: use the 24-month grace for intra-group flows to fix intercompany data, but invoices to outside parties follow your normal phase.
