On 29 October 2026 Zoho announced a rebuilt Zoho Campaigns, labelled Campaigns 3.0 in its help centre, that puts email, SMS and native WhatsApp in one workspace. It adds Zia AI writing help, send time optimisation, frequency capping across channels and live Zoho CRM sync. This guide covers what each channel does, what WhatsApp needs, how consent works in the UAE and Saudi Arabia, and how to set it up.
Zoho Campaigns 3.0 is the rebuilt version of Zoho Campaigns that Zoho announced on 29 October 2026. It runs email, SMS and WhatsApp campaigns and workflows from one workspace, uses Zia AI for content and send time, and syncs live with Zoho CRM. WhatsApp needs a verified WhatsApp Business Account on the Business API and Meta-approved templates, and every channel needs recorded opt-in consent.

What Zoho Campaigns 3.0 actually is
"Campaigns 3.0" is the label Zoho uses in its own help centre for the rebuilt version of Zoho Campaigns. On 29 October 2026 Zoho announced the release in a press release titled "Zoho Rebuilds Campaigns Platform With Simpler Email and SMS, Native WhatsApp and AI Agent Workflows". The press release skips the version number, but the help articles and migration guide use it.
The headline changes, as Zoho describes them:
- Three channels in one workspace: email, SMS and now native WhatsApp, each with its own dashboard.
- A rebuilt template editor with brand themes, a separate mobile design view, dynamic content per segment and reusable content blocks.
- Frequency capping that limits how often one contact is messaged across email, SMS and WhatsApp combined.
- Zia Content Analyzer inside the editor, plus support for the Model Context Protocol (MCP) so compatible AI agents can carry out multi-step campaign tasks, with marketers keeping approval control.
- Live Zoho CRM sync and expanded webhooks.
Campaign setup is also simpler. According to Zoho's migration guide, 3.0 has only two campaign types, Regular and RSS. A/B testing, surveys, webinars and ecommerce product blocks are now features inside a Regular campaign rather than separate types. Zoho says the update is available in all regions and pricing is unchanged, with paid plans from US$4 a month. SMS and WhatsApp carry no extra platform fee, but sending needs purchased credits.
If you already use Zoho Campaigns, read the migration guide before you switch. Classic workflows, autoresponders and some integrations (Office 365, PayPal, Google Contacts) are deprecated, and segments inactive for more than 120 days are paused after migration.
Email, SMS and WhatsApp: what each channel can do
All three channels can be sent as one-off campaigns and as steps inside automated workflows. The workflow guide lists the outcome branches each step can produce, which is what you build your follow-up logic on.
| Channel | Best used for | Workflow branches you can act on | Notes |
|---|---|---|---|
| Newsletters, nurture series, product launches, content-heavy offers | Delivered, Opened, Any Link Clicked, Specific Link Clicked, Replied, Skipped | Rebuilt editor, dynamic content, RTL layout option, Zia writing help | |
| SMS | Short alerts, appointment and event reminders, time-bound offers | Sent, Delivered, Clicked | Simplified gateway setup in 3.0. Zoho's own SMS gateway covers the USA, Canada and India, so Gulf senders should plan for a third-party gateway |
| Order and payment updates, cart reminders, re-engagement, two-way replies | Sent, Delivered, Failed, Read, Any Link Clicked, Specific Link Clicked, Replied, Quick Replies, Matches Keyword | Needs the WhatsApp Business API and Meta-approved templates |
Two details matter when you design WhatsApp flows. The "Read" branch will not fire if the customer has turned off read receipts, so do not use it as your only success signal. And "Replied" and "Matches Keyword" react to the same incoming message, so keep keywords specific to avoid both branches catching the same reply.
WhatsApp Business API requirements and template approval
Zoho states on its WhatsApp marketing page that you need a verified WhatsApp Business Account connected to the WhatsApp Business API. Zoho passes on Meta's per-message rates without adding a margin, and failed deliveries are not charged.
Zoho's setup guide for the same integration in Zoho Marketing Automation lists practical prerequisites that apply equally here:
- A dedicated phone number that is not already active on WhatsApp elsewhere, able to receive a verification code.
- A Facebook account linked to your business email, a valid website, and your legal business name and address.
- If the number is connected to another provider, disconnect it first. A WhatsApp Business account restricted by Meta cannot be connected until Meta lifts the restriction.
Templates. Any message that starts a conversation must use an approved template. Meta's template documentation says every template is categorised as marketing, utility or authentication, that the category affects pricing, and that review can take up to 24 hours. Only approved templates can be sent, and low-quality templates can be paused or disabled. In Zoho Campaigns you create templates in the Library and submit them for Meta approval from inside the app.
The 24-hour window. Per Meta's messaging guide, when a customer messages you, a 24-hour customer service window opens. Inside it you can send free-form replies. Outside it, only approved templates can be sent.
One trap: the workflow "Failed" branch only covers delivery problems such as invalid or opted-out numbers. It does not report template or content rejections from Meta, so check template status before you launch a workflow.
Zia AI: content, subject lines, send time and agents
AI in Zoho Campaigns 3.0 sits in four places:
- Content generation. According to Zoho's AI page, Zia drafts subject lines, preheaders, email body copy, plain-text emails, SMS messages and WhatsApp templates from one shared campaign context. You can rephrase, change tone, shorten, lengthen, simplify, fix grammar or translate.
- Zia Content Analyzer. Built into the template editor, it checks spelling, grammar and style as you write and suggests tone and clarity edits.
- Send time optimisation. Zoho says the AI analyses recipient behaviour to pick the best time to send each campaign, and its features page describes scheduling around each recipient's best open window or time zone.
- AI agents through MCP. Compatible agents can prepare a seasonal campaign, reuse a top performer or build a re-engagement segment from a plain-language instruction. What an agent can do depends on its integrations and permissions.
Before any of this works, an admin must enable an AI model for the organisation in settings. You can use Zoho's included credits or bring your own key from OpenAI, Anthropic, Google AI or Cohere. The WhatsApp page lists monthly AI credits of 30 on Free, 100 on Standard and 200 on Professional, with more available to buy.
Note that Zoho's introduction article says some generative AI features arrive in the final rollout, so confirm what is live in your account first.
Key takeaways
- Zoho Campaigns 3.0, announced on 29 October 2026, runs email, SMS and native WhatsApp from one workspace with unchanged pricing.
- WhatsApp needs a verified WhatsApp Business Account, a dedicated number and Meta-approved templates, and Zoho passes on Meta rates without a margin.
- Zia drafts content for all three channels, the Content Analyzer checks copy in the editor, and send time optimisation picks the best send time.
- UAE and Saudi data protection laws both require consent for marketing, and Saudi rules require an opt-out at least as easy as opting in.
- Live Zoho CRM sync, E.164 phone numbers and workflow CRM steps turn campaign engagement into sales follow-up.
- Existing users should read the migration guide first, because classic workflows and some integrations are deprecated.
Consent and opt-in in the UAE and Saudi Arabia
Consent is the rule on every channel. Zoho's WhatsApp page says you can message contacts as long as they have opted in and have a valid phone number. Meta's opt-in policy adds that the opt-in must clearly state that the person is agreeing to receive messages and must name your business, and that you must explain how to opt out and honour it.
| Market | Law | What it says about marketing consent |
|---|---|---|
| UAE | Federal Decree-Law No. 45 of 2021 on Personal Data Protection, in effect since 2 January 2022 | The UAE government portal says the law prohibits processing personal data without the owner's consent, with exceptions such as public interest and legal procedures. |
| Saudi Arabia | Personal Data Protection Law (PDPL), supervised by SDAIA | Article 25 bars using personal contact channels for promotional material without the recipient's consent and requires a clear way to stop receiving it. Article 29 of the Implementing Regulation requires consent before direct marketing, an opt-out at least as easy as opting in, the sender's name on every message, and stopping without undue delay once consent is withdrawn. |
In practice, inside Zoho Campaigns:
- Capture consent on the signup form or at checkout, with separate checkboxes for email, SMS and WhatsApp.
- Use Subscription Management and topics so people can opt out of one stream without losing everything.
- Turn on opt-out sync with Zoho CRM so a request made to a salesperson also stops marketing sends.
This is a summary, not legal advice. Check the current text with your legal adviser, especially in Saudi Arabia where SDAIA consulted on amendments to the Implementing Regulation in 2025.

Practical journeys for UAE and Saudi businesses
These journeys use only the workflow steps documented by Zoho. Build them in Zoho Campaigns workflows. If you need more complex journeys, Zoho also offers Zoho Marketing Automation, which it markets with a journey builder.
| Journey | Trigger | Steps |
|---|---|---|
| New lead welcome | Lead synced from Zoho CRM or form signup | Welcome email, Time Delay 2 days, WhatsApp template with a brochure link, Wait Condition for a click, then CRM Create Task for sales |
| Abandoned cart (Shopify, WooCommerce, Zoho Commerce) | Cart abandoned | Time Delay a few hours, WhatsApp reminder template, branch on Any Link Clicked, email with product block for non-clickers |
| Invoice and payment reminder | Due date field in CRM | Utility WhatsApp template, SMS fallback on Failed, Send Internal Email to finance if still unpaid |
| Ramadan and Eid offers | Segment by language and city | Arabic and English email versions, WhatsApp template timed with send time optimisation, frequency capping on |
| Win-back | No engagement for a set number of months | Re-engagement email, WhatsApp offer, Subscription Management to mark non-marketing if there is still no response |
Turn on frequency capping before you run several journeys at once, so one customer does not get three messages in a day.

Running Arabic campaigns
Zoho says Campaigns does not restrict the language of your content and offers an RTL layout option for right-to-left languages such as Arabic. Zia's "Translate to" option can produce a first draft from English, but always have a native speaker review it before anything goes out.
- Store a preferred language field on each contact and segment by it, rather than sending bilingual emails to everyone.
- Create Arabic and English versions of every WhatsApp template and submit each for approval.
- Preview every Arabic email in the mobile design view, because right-to-left layouts need checking on small screens.
- Check that merge tags such as first name render correctly inside Arabic sentences.
Our Arabic marketing guide for Saudi Arabia covers tone, timing and template examples in more depth.
How Zoho Campaigns connects to Zoho CRM
The CRM integration guide describes a sync per CRM module: Leads, Contacts or a custom module. Records flow from Zoho CRM to Campaigns continuously while the sync is active. You can also turn on sync from Campaigns back to CRM to share opt-out status and contact score, and the FAQ confirms that engagement activity is pushed back to CRM.
Points to plan for:
- You must be an admin in both apps, and one Campaigns organisation connects to one CRM organisation.
- A CRM organisation can integrate with Zoho Campaigns or Zoho Marketing Automation, not both.
- Mobile numbers must be in E.164 format (for example +9715XXXXXXXX or +9665XXXXXXXX) to send SMS and WhatsApp.
- Syncs cannot be deleted, only paused, edited and resumed.
Inside workflows, the Push Data step writes contact data into a CRM module and Create Task assigns a follow-up to a salesperson. That is how a WhatsApp reply or a link click becomes a sales action. If you are planning a wider rollout across sales, marketing and service, compare a standalone setup with Zoho One.
