Saudi PDPL Compliance
Saudi Arabia's Personal Data Protection Law (PDPL), overseen by the Saudi Data and Artificial Intelligence Authority (SDAIA), governs how organisations collect, process and protect personal data in the Kingdom. We help businesses build the records, processes and security controls the law expects.
- Personal data mapped and recorded
- Clear processes for data subjects
- Controls that protect personal data
Saudi PDPL compliance is the work of aligning how an organisation collects, processes, stores, transfers and protects personal data with Saudi Arabia's Personal Data Protection Law, overseen by the Saudi Data and Artificial Intelligence Authority (SDAIA). Shyphan AI ITSM helps businesses in the Kingdom map data, build privacy processes and apply security controls, working alongside legal advisers on interpretation.
Saudi PDPL ComplianceSaudi PDPL Compliance: what it involves
Organisations in Saudi Arabia hold large volumes of personal data across ERP, CRM, HR, e-commerce and customer service systems. The PDPL and its implementing regulations set expectations around lawful processing, transparency, data subject rights, security, breach notification and transfers outside the Kingdom. Many businesses also work to National Cybersecurity Authority controls, so privacy work should connect with security rather than sit apart from it.
We run a data inventory with your departments to build records of processing, covering purposes, legal basis, retention, recipients and any transfers abroad. We review privacy notices and consent flows in Arabic and English, design a process for data subject requests and set up breach assessment and reporting steps. Technical work covers access control, encryption, logging and retention in your systems. We follow SDAIA's published guidance and work alongside your legal advisers on interpretation.
What we map first
- 1Which systems hold personal data of people in the Kingdom
- 2Why each type of data is collected and how long it is kept
- 3Which vendors and cloud services receive personal data
- 4Whether any data is transferred or accessed from abroad
- 5Who handles data subject requests today

Saudi PDPL Compliance: project phases
- 01Map processing
We record what personal data is processed, why, where and by whom.
- 02Review gaps
Practice is compared with the obligations your advisers confirm, including transfers abroad.
- 03Build processes
Notices, consent handling, rights requests and breach response are set up.
- 04Secure and review
Security controls are applied and records are reviewed when systems or vendors change.
Common Saudi PDPL Compliance mistakes
SaaS tools and backups often keep data outside the Kingdom, so list every location and review transfer conditions.
Notices many customers cannot read easily cause problems, so provide clear Arabic versions.
Extra fields add risk without benefit, so collect only what each purpose requires.
Rights requests left in a general inbox get missed, so assign owners and track deadlines.

Saudi PDPL Compliance in the UAE and Saudi Arabia
Local offices in Ras Al Khaimah and Riyadh, remote support around the clock and on-site visits where your project needs them.

Saudi PDPL Compliance in the UAE
Shyphan AI Technology LLC, RAK Free Trade Zone, Ras Al KhaimahBusinesses with offices in Dubai, Abu Dhabi or the free zones as well as Saudi Arabia must handle both the UAE PDPL and the Saudi PDPL, which differ in areas such as transfers. We keep one data inventory with separate obligation mappings, so shared systems such as a group CRM or Microsoft 365 tenant are assessed against both. We support the Emirates from our Ras Al Khaimah office, remotely around the clock and on site where needed.
- Data handled in line with the UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021), and the separate DIFC and ADGM regimes where they apply.

Saudi PDPL Compliance in Saudi Arabia
Shyphan AI Technologies LLC, Malaz, King Abdulaziz Road, RiyadhSaudi organisations commonly run ERP, HR and e-commerce platforms hosted outside the Kingdom, so transfer review is often the largest piece of work. Entities in scope of the NCA Essential Cybersecurity Controls can align PDPL security measures with ECC controls, and we support teams in Riyadh, Jeddah and the Eastern Province in Arabic and English. Our Riyadh office leads this work in the Kingdom.
- Work aligned with the Saudi Personal Data Protection Law (SDAIA) and, for government and critical infrastructure, the NCA Essential Cybersecurity Controls.
Saudi PDPL Compliance: common questions
Who oversees the Saudi PDPL?
The law is overseen by the Saudi Data and Artificial Intelligence Authority (SDAIA), which publishes the implementing regulations and guidance.
Does the PDPL affect cloud services hosted outside Saudi Arabia?
It can. The law includes rules on transferring personal data outside the Kingdom, so cloud and vendor arrangements should be reviewed with your legal advisers.
How does the PDPL relate to NCA controls?
They are separate. The PDPL covers personal data protection, while NCA frameworks such as the Essential Cybersecurity Controls cover cybersecurity. Many organisations work on both together.
Do you provide legal opinions?
No. We provide data mapping, process design and security implementation, and work alongside your legal advisers for legal interpretation.
Can the Saudi PDPL apply to companies outside the Kingdom?
The law can apply to processing that relates to individuals in Saudi Arabia, including by some parties outside the Kingdom. Your legal advisers should confirm scope, and we then build the processes and controls.
Can our CRM and website forms be made PDPL ready?
Often yes. We review which fields are collected, how consent and notices are shown, where data is stored and who can reach it, then adjust settings and processes.
Do you provide Saudi PDPL Compliance in Dubai and Riyadh?
Yes. We deliver Saudi PDPL Compliance across the UAE from our Ras Al Khaimah office and across Saudi Arabia from our Riyadh office, with remote support 24/7 and on-site visits in cities such as Dubai, Abu Dhabi, Riyadh, Jeddah and Dammam where your project needs them.
